The Story
It was introduced on January 8, 2014 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 6, 2014. The committee met in executive session on February 11, 2014 to vote on its recommendation. The committee voted 14–5 to recommend that the House pass it, and the report was placed on the regular calendar. On February 19, 2014 the House voted to pass it on a voice vote. It crossed to the Senate on March 13, 2014 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on March 26, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1323s). The committee's amendment (1323s) was adopted on a voice vote on April 17, 2014, changing the text of the bill. On April 17, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 7, 2014 the House adopted “House Non-Concurs with Senate AM and Requests C of C” on a voice vote, on a motion by Rep. Porter. On May 15, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Boutin. A committee of conference met on May 23, 2014 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (1910c) on a voice vote. The House adopted the conference report (1910c) on a division vote 207–102. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor. The governor signed it on July 11, 2014, making it Chapter 178 of the session laws.
