The Story

It was introduced on January 8, 2014 and referred to the House Public Works and Highways committee. The committee held a public hearing on January 14, 2014. The committee met in executive session on January 21, 2014 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 6, 2014 the House voted to pass it on a voice vote. It crossed to the Senate on February 19, 2014 and was referred to the Senate Finance committee. The committee held a public hearing on April 3, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1618s). The committee's amendment (1618s) was adopted on May 8, 2014, changing the text of the bill. On May 8, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 14, 2014 the House adopted “Non-Concur and Request C of C” on a voice vote, on a motion by Rep. Campbell. On May 22, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Forrester. A committee of conference met on May 28, 2014 to try to settle the differences between the two chambers' versions of the bill.
