The committee voted unanimously, 18–0, to recommend that the House pass it, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 5, 2014. A floor amendment (2014-0754h) was adopted on a voice vote on March 12, 2014, changing the text of the bill. On March 12, 2014 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 13, 2014 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on March 26, 2014. The committee recommended that the Senate pass it. On April 17, 2014 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 1, 2014 — the final check of the text before it goes to the governor. The governor signed it on May 27, 2014, making it Chapter 51 of the session laws.
