The Story
It was introduced on January 8, 2014 and referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on January 21, 2014. The committee met in executive session on January 28, 2014 and February 11, 2014. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 12–7. The report was placed on the regular calendar. On February 19, 2014 the House voted to pass it on a roll call 183–125. It crossed to the Senate on March 13, 2014 and was referred to the Senate Commerce committee. The committee held a public hearing on March 25, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1741s). The committee's amendment (1741s) was adopted on a voice vote on May 15, 2014, changing the text of the bill. On May 15, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 15, 2014 the House adopted “Rep. Wallner moved to Non-Concur with Senate AM and request C of C” on a voice vote. On May 22, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sanborn. A committee of conference met on May 27, 2014 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (1936c) on a voice vote. The House adopted the conference report (1936c) on a roll call 207–120. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor. The governor signed it on July 22, 2014, making it Chapter 250 of the session laws. It took effect on July 22, 2014.
