The Story
It was introduced on January 8, 2014 and referred to the House Transportation committee. The committee held a public hearing on February 11, 2014. The committee met in executive session on February 18, 2014 to vote on its recommendation. The committee voted unanimously, 11–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 25, 2014 the House voted to pass it as part of its consent calendar, which it adopted on a division vote 282–9. It crossed to the Senate on March 27, 2014 and was referred to the Senate Transportation committee. The committee held a public hearing on April 22, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2014-1548s), and the report was placed on the consent calendar. The committee's amendment (1548s) was adopted on a voice vote on May 1, 2014, changing the text of the bill. On May 1, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 15, 2014 the House voted to agree to the other chamber's changes on a voice vote, on a motion by Rep. Bouchard. The bill was enrolled on May 22, 2014 — the final check of the text before it goes to the governor. The governor signed it on July 28, 2014, making it Chapter 270 of the session laws.
