It was introduced on January 8, 2014 and referred to the House Science, Technology and Energy committee. The committee held public hearings on February 4, 2014 and February 20, 2014. The committee met in executive session on March 4, 2014 to vote on its recommendation. The committee voted 11–3 to recommend that the House pass it, and the report was placed on the regular calendar. A floor amendment (2014-1142h) was adopted on a voice vote on March 25, 2014, changing the text of the bill. On March 25, 2014 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 27, 2014 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 30, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1640s). The committee's amendment (1640s) was adopted on a voice vote on May 8, 2014, changing the text of the bill. On May 8, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 15, 2014 the House adopted “Non-Concur and Requests C of C (Rep Borden)” on a division vote 236–8. On May 22, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on May 27, 2014 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (1939c) on a voice vote. The House adopted the conference report (1939c) on a roll call 182–152. The bill was enrolled on June 18, 2014 — the final check of the text before it goes to the governor. The governor signed it on July 21, 2014, making it Chapter 235 of the session laws.
