The Story
It was introduced on January 8, 2014 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on January 16, 2014. The committee met in executive session on January 21, 2014 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 6, 2014 the House voted to pass it on a voice vote. On February 7, 2014 the bill was referred to the Ways and Means committee. The committee held work sessions on March 6, 2014 and March 10, 2014. The committee met in executive session on March 18, 2014 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 25, 2014 the House voted to pass it as part of its consent calendar, which it adopted on a division vote 282–9. It crossed to the Senate on March 27, 2014 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 30, 2014. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2014-1770s), and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 15, 2014. On May 15, 2014 the Senate failed “Suspension of Senate Rule 3-17, Non-Germane Amendments Prohibited” on a division vote 13–11. On May 15, 2014 the Senate voted to pass it on a voice vote and ordered it to a third reading. An enrolled bill amendment (2014-1904eba) was adopted on a voice vote on May 15, 2014. These correct technical errors found after passage. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1904e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 28, 2014, making it Chapter 269 of the session laws.
