The committee met in executive session on February 4, 2014 to vote on its recommendation. The committee voted unanimously, 15–0, to recommend that the House pass it with changes (amendment 2014-0402h), and the report was placed on the regular calendar. The committee's amendment (0402h) was adopted on a voice vote on February 12, 2014, changing the text of the bill. On February 12, 2014 the House voted to pass it with changes on a voice vote. On February 12, 2014 the bill was referred to the Ways and Means committee. The committee held a work session on March 10, 2014. The committee met in executive session on March 18, 2014 to vote on its recommendation. The majority recommended that the House study it after the session ends, and the minority recommended that the House pass it, by a vote of 16–2. The report was placed on the consent calendar. On March 26, 2014 the House rejected a motion to study it after the session ends on a division vote 102–207. A floor amendment (2014-1168h) was adopted on a roll call 274–41 on March 26, 2014, changing the text of the bill. On March 26, 2014 the House voted to pass it with changes on a roll call 258–58. The committee recommended that the Senate pass it. On May 1, 2014 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 15, 2014 the Senate voted to pass it on a voice vote and ordered it to a third reading. An enrolled bill amendment (1900e) was adopted on a voice vote on May 22, 2014. These correct technical errors found after passage. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2014-1900eba) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 28, 2014, making it Chapter 268 of the session laws.
