It was introduced on January 8, 2014 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on February 18, 2014. The committee held work sessions on February 18, 2014, February 20, 2014 and March 3, 2014. The committee met in executive session on March 4, 2014 to vote on its recommendation. The committee voted unanimously, 13–0, to recommend that the House pass it with changes (amendment 2014-0797h), and the report was placed on the consent calendar. The committee's amendment (0797h) was adopted on a voice vote on March 25, 2014, changing the text of the bill. On March 25, 2014 the House voted to pass it with changes as part of its consent calendar, which it adopted on a division vote 282–9. It crossed to the Senate on March 27, 2014 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 23, 2014. The committee recommended that the Senate pass it with changes (amendment 2014-1778s). The committee's amendment (1778s) was adopted on a voice vote on May 15, 2014, changing the text of the bill. On May 15, 2014 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 15, 2014 the House adopted “Rep. Weber moved to Non-Concur with Senate AM and request C of C” on a voice vote. On May 22, 2014 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Prescott. A committee of conference met on May 23, 2014 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (1915c) on a voice vote. The House adopted the conference report (1915c) on a voice vote. The bill was enrolled on June 4, 2014 — the final check of the text before it goes to the governor. The governor signed it on July 28, 2014, making it Chapter 267 of the session laws.
