The Story

It was introduced on January 3, 2013 and referred to the House Environment and Agriculture committee. The committee held a public hearing on January 15, 2013. The committee held work sessions on January 22, 2013, January 29, 2013 and February 21, 2013. The committee met in executive session on February 26, 2013 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on September 10, 2013. The committee met in executive session on September 10, 2013 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2209h), and the minority recommended that the House kill it, by a vote of 11–6. The report was placed on the regular calendar. On January 22, 2014 the House voted to lay it on the table on a division vote 329–15, on a motion by Rep. Sad. The bill died on the table when the session ended on September 17, 2014, having been set aside and never taken back up.
