On March 28, 2013 the Senate voted to pass it on a roll call 24–0 and ordered it to a third reading. It crossed to the House on April 3, 2013 and was referred to the House Resources, Recreation and Development committee. The committee held a public hearing on April 16, 2013. The committee met in executive session on April 30, 2013 to vote on its recommendation. The committee voted 18–1 to recommend that the House pass it, and the report was placed on the regular calendar. On May 8, 2013 the House adopted “Lay SCR1 on the Table (Rep John Hunt)” on a division vote 163–154. On June 26, 2013 the House adopted “Remove From Table (Rep Shurtleff)” on a roll call 259–81. On June 26, 2013 the House adopted “Suspend House Rules to Allow Present Action After Deadline (Rep Cushing)” on a division vote 256–78. A floor amendment (1554h) was rejected on a voice vote on June 26, 2013. On June 26, 2013 the House voted to pass it on a voice vote.
