The Story
It was introduced on January 3, 2013 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on March 20, 2013 on a proposed non-germane amendment (2013-0900s). The committee recommended that the Senate pass it with changes (amendment 2013-1085s). On March 28, 2013 the Senate adopted “Without Objection Rule 3-17 is Suspended to Allow Non-Germane Amendment 1085s, 2/3 necessary”. The committee's amendment (1085s) was rejected on a voice vote on March 28, 2013. On March 28, 2013 the Senate adopted “Without Objection Rule 3-17 is Suspended to Allow Non-Germane Amendment 1123s, 2/3 necessary”. A floor amendment (2013-1123s), offered by Sen. Woodburn, was rejected on a roll call 4–20 on March 28, 2013. A floor amendment (2013-1165s), offered by Sen. Bradley, was adopted on a voice vote on March 28, 2013, changing the text of the bill. On March 28, 2013 the Senate voted to pass it with changes on a roll call 23–1 and ordered it to a third reading. It crossed to the House on April 3, 2013 and was referred to the House Science, Technology and Energy committee. The committee held public hearings on May 7, 2013 and May 15, 2013. The committee held a work session on May 21, 2013. The committee met in executive session on May 21, 2013 and May 28, 2013. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 1941h), and the report was placed on the consent calendar. The committee's amendment (1941h) was adopted on a voice vote on June 5, 2013, changing the text of the bill. On June 5, 2013 the House voted to pass it with changes on a voice vote. On June 12, 2013 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Prescott. The bill was enrolled on June 12, 2013 — the final check of the text before it goes to the governor. The governor signed it on June 26, 2013, making it Chapter 134 of the session laws. It took effect on June 26, 2013.
