The Story
It was introduced on January 3, 2013 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on February 20, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-0781s). The committee's amendment (0781s) was adopted on a voice vote on March 14, 2013, changing the text of the bill. On March 14, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Fish and Game and Marine Resources committee. The committee held a public hearing on April 25, 2013. The committee met in executive session on May 1, 2013 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 1489h), and the minority recommended that the House kill it, by a vote of 9–6. The report was placed on the regular calendar. The committee's amendment (1489h) was adopted on a voice vote on May 22, 2013, changing the text of the bill. A floor amendment (2013-1503h) was rejected on a division vote 117–222 on May 22, 2013. On May 22, 2013 the House rejected a motion to lay it on the table on a roll call 156–211. On May 22, 2013 the House voted to pass it with changes on a roll call 225–142. On June 6, 2013 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Prescott. The bill was enrolled on June 12, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 2, 2013, making it Chapter 193 of the session laws. It took effect on June 1, 2016.
