SB 87 (2013)

relative to the patients' bill of rights.

  • Status: Signed into law
  • Term: 2013-2014
  • House committee: Health, Human Services and Elderly Affairs
  • Senate committee: Health, Education and Human Services
  • Subject: Public and Mental Health
  • Chapter law: 265

The Story

It was introduced on January 3, 2013 and referred to the Senate Health, Education and Human Services committee. The committee held a public hearing on February 19, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-0850s). The committee's amendment (0850s) was adopted on a voice vote on March 21, 2013, changing the text of the bill. A floor amendment (2013-0930s), offered by Sen. Gilmour, was adopted on a voice vote on March 21, 2013, changing the text of the bill. On March 21, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on April 16, 2013. The committee held work sessions on April 24, 2013, April 30, 2013 and May 7, 2013. The committee met in executive session on May 14, 2013 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it with changes (amendment 1701h), and the report was placed on the consent calendar. The committee's amendment (1701h) was adopted on a voice vote on May 22, 2013, changing the text of the bill. On May 22, 2013 the House voted to pass it with changes on a voice vote. On June 12, 2013 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Stiles. An enrolled bill amendment (2186e) was adopted on June 26, 2013. These correct technical errors found after passage. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2013-2186e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 24, 2013, making it Chapter 265 of the session laws. It took effect on January 1, 2014.
