The Story

It was introduced on January 3, 2013 and referred to the Senate Ways and Means committee. The committee held a public hearing on January 29, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-0793s). The committee's amendment (0793s) was adopted on a voice vote on March 14, 2013, changing the text of the bill. On March 14, 2013 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 28, 2013 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on April 3, 2013 and was referred to the House Ways and Means committee. The committee held a public hearing on April 18, 2013. The committee met in executive session on April 24, 2013 to vote on its recommendation. The committee held a work session on May 23, 2013. The committee met in executive session on May 28, 2013 and May 29, 2013. The committee voted unanimously, 14–0, to recommend that the House pass it with changes (amendment 1952h), and the report was placed on the consent calendar. The committee's amendment (1952h) was adopted on a voice vote on June 5, 2013, changing the text of the bill. On June 5, 2013 the House voted to pass it with changes on a voice vote. On June 12, 2013 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Odell. On June 12, 2013 the House adopted “House Accedes to Senate Request for C of C (Rep Shurtleff)” on a voice vote. A committee of conference met on June 18, 2013 and June 19, 2013 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2150c) on a voice vote. The Senate adopted the conference report (2150c) on a voice vote. An enrolled bill amendment (2198e) was adopted on June 26, 2013. These correct technical errors found after passage. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2013-2198e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 24, 2013, making it Chapter 264 of the session laws. It took effect on November 21, 2013.
