It was introduced on January 3, 2013 and referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on February 6, 2013. On February 14, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Municipal and County Government committee. The committee held a public hearing on April 17, 2013. The committee met in executive session on April 30, 2013 to vote on its recommendation.
