The Story
It was introduced on January 3, 2013 and referred to the Senate Health, Education and Human Services committee. The committee held a public hearing on January 29, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-0465s). The committee's amendment (0465s) was adopted on a voice vote on March 7, 2013, changing the text of the bill. On March 7, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Education committee. The committee held a public hearing on April 23, 2013. The committee held work sessions on May 1, 2013 and May 9, 2013. The committee met in executive session on May 21, 2013 to vote on its recommendation. The committee voted 15–4 to recommend that the House pass it with changes (amendment 1641h), and the report was placed on the regular calendar. The committee's amendment (1641h) was adopted on a voice vote on June 5, 2013, changing the text of the bill. On June 5, 2013 the House failed “Lay on the Table (Rep Boehm)” on a division vote 135–189. On June 5, 2013 the House voted to pass it with changes on a roll call 198–134. On June 5, 2013 the House adopted “Print Debate in Permanent Journal (Rep Kurk)” on a roll call 300–32. On June 12, 2013 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Stiles. On June 13, 2013 the House adopted “House Accedes to Senate Request for C of C (Rep Shurtleff)” on a voice vote. A committee of conference met on June 17, 2013 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2077c) on a roll call 205–143. The Senate adopted the conference report (2077c) on a voice vote. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 24, 2013, making it Chapter 263 of the session laws. It took effect on September 22, 2013.
