The Story

It was introduced on January 3, 2013 and referred to the Senate Transportation committee. The committee held a public hearing on January 29, 2013. The committee recommended that the Senate pass it. On March 7, 2013 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Transportation committee. The committee held a public hearing on April 23, 2013. The committee met in executive session on May 14, 2013 to vote on its recommendation. The committee voted 13–4 to recommend that the House pass it, and the report was placed on the regular calendar. On May 29, 2013 the House adopted “Special Order to First Bill on Next Week's Regular Calendar (Rep Bouchard)” on a voice vote. On June 5, 2013 the House failed “Lay on the Table (Rep Baldasaro)” on a roll call 155–188. A floor amendment (2013-1993h) was rejected on a roll call 111–236 on June 5, 2013. On June 5, 2013 the House failed “Lay on the Table (Rep Lambert)” on a roll call 161–185. On June 5, 2013 the House voted to pass it on a roll call 188–158. The bill was enrolled on June 12, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 2, 2013, making it Chapter 178 of the session laws. It took effect on August 31, 2013.
