The Story
It was introduced on January 3, 2013 and referred to the Senate Health, Education and Human Services committee. The committee held a public hearing on January 29, 2013. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2013-0734s), and the report was placed on the consent calendar. The committee's amendment (0734s) was adopted on a voice vote on March 14, 2013, changing the text of the bill. On March 14, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on April 23, 2013. The committee met in executive session on April 30, 2013 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 16–2. The report was placed on the regular calendar. On May 8, 2013 the House voted to pass it on a division vote 247–101. The bill was enrolled on May 20, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 24, 2013, making it Chapter 262 of the session laws. It took effect on September 22, 2013.
