On February 14, 2013 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Municipal and County Government committee. The committee held a public hearing on April 10, 2013. The committee met in executive session on April 16, 2013 to vote on its recommendation.
