The Story

It was introduced on January 3, 2013 and referred to the Senate Finance committee. The committee held a public hearing on January 22, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-0220s). On February 14, 2013 the Senate adopted “Without Objection Rule 3-7 is Suspended to Allow Non-Germane Amendment 0220s, 2/3 necessary”. The committee's amendment (0220s) was adopted on a voice vote on February 14, 2013, changing the text of the bill. On February 14, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Finance committee. The committee held a public hearing on April 15, 2013. The committee met in executive session on April 18, 2013 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it, and the report was placed on the consent calendar. On April 24, 2013 the House voted to pass it on a voice vote. The bill was enrolled on May 2, 2013 — the final check of the text before it goes to the governor. The governor signed it on June 6, 2013, making it Chapter 57 of the session laws.
