The Story

It was introduced on January 31, 2013 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on February 20, 2013. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On March 14, 2013 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Public Works and Highways committee. The committee held a public hearing on April 9, 2013. The committee met in executive session on April 23, 2013 to vote on its recommendation. The committee voted 15–2 to recommend that the House pass it with changes (amendment 1252h), and the report was placed on the consent calendar. The committee's amendment (1252h) was adopted on a voice vote on May 8, 2013, changing the text of the bill. On May 8, 2013 the House voted to pass it with changes on a voice vote. On June 12, 2013 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Prescott. On June 12, 2013 the House adopted “House Accedes to Senate Request for C of C (Rep Chandley)” on a voice vote. A committee of conference met on June 13, 2013 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2061c) on a voice vote. The Senate adopted the conference report (2061c) on a voice vote. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 24, 2013, making it Chapter 274 of the session laws. It took effect on July 24, 2013.
