The Story
It was introduced on January 31, 2013 and referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on March 6, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-0801s). The committee's amendment (0801s) was adopted on a voice vote on March 14, 2013, changing the text of the bill. On March 14, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Judiciary committee. The committee held a public hearing on April 11, 2013. The committee met in executive session on April 16, 2013 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 1275h), and the report was placed on the regular calendar. The committee's amendment (1275h) was adopted on a voice vote on April 24, 2013, changing the text of the bill. On April 24, 2013 the House voted to pass it with changes on a roll call 344–2. On April 24, 2013 the House adopted “Reconsideration (Rep P.Sullivan)” on a division vote 255–79. On April 24, 2013 the House voted to pass it with changes on a roll call 336–0. On June 6, 2013 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Boutin. An enrolled bill amendment (2019e) was adopted on June 6, 2013. These correct technical errors found after passage. The bill was enrolled on June 12, 2013 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2013-2019e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 9, 2013, making it Chapter 204 of the session laws. It took effect on July 9, 2013.
