The Story

It was introduced on January 31, 2013 and referred to the Senate Ways and Means committee. The committee held a public hearing on March 12, 2013. The committee recommended that the Senate pass it. On March 21, 2013 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 16, 2013. The committee met in executive session on May 14, 2013 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 1698h), and the minority recommended that the House kill it, by a vote of 14–4. The report was placed on the regular calendar. The committee's amendment (1698h) was adopted on a voice vote on May 29, 2013, changing the text of the bill. On May 29, 2013 the House voted to pass it with changes on a division vote 256–63. On June 12, 2013 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Odell. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 15, 2013, making it Chapter 232 of the session laws. It took effect on September 13, 2013.
