SB 164 (2013)

authorizing coastal management provisions in master plans.

  • Status: Signed into law
  • Term: 2013-2014
  • House committee: Resources, Recreation and Development
  • Senate committee: Energy and Natural Resources
  • Subject: Zoning and Planning
  • Chapter law: 189

The Story

It was introduced on January 31, 2013 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on March 6, 2013. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On March 28, 2013 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on April 3, 2013 and was referred to the House Resources, Recreation and Development committee. The committee held a public hearing on April 16, 2013. The committee met in executive session on April 24, 2013 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 1366h), and the minority recommended that the House kill it, by a vote of 11–9. The report was placed on the regular calendar. The committee's amendment (1366h) was adopted on a voice vote on May 8, 2013, changing the text of the bill. On May 8, 2013 the House failed “Lay on the Table (Rep Renzullo)” on a division vote 156–194. On May 8, 2013 the House voted to pass it with changes on a roll call 210–143. On June 6, 2013 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Prescott. The bill was enrolled on June 12, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 2, 2013, making it Chapter 189 of the session laws. It took effect on August 31, 2013.
