The Story
It was introduced on January 31, 2013 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on March 6, 2013. The committee recommended that the Senate pass it. A floor amendment (2013-1154s), offered by Sen. David Watters, was adopted on a voice vote on March 28, 2013, changing the text of the bill. On March 28, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on April 3, 2013 and was referred to the House Resources, Recreation and Development committee. The committee held a public hearing on April 16, 2013. The committee met in executive session on April 24, 2013 to vote on its recommendation. The committee voted 12–8 to recommend that the House pass it with changes (amendment 1367h), and the report was placed on the regular calendar. The committee's amendment (1367h) was adopted on a voice vote on May 8, 2013, changing the text of the bill. On May 8, 2013 the House voted to pass it with changes on a roll call 228–124. On June 6, 2013 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Prescott. The bill was enrolled on June 12, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 3, 2013, making it Chapter 188 of the session laws.
