The Story

It was introduced on January 31, 2013 and referred to the Senate Finance committee. The committee held a public hearing on February 12, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-0773s). The committee's amendment (0773s) was adopted on a voice vote on March 14, 2013, changing the text of the bill. On March 14, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Finance committee. The committee held a public hearing on April 15, 2013. The committee met in executive session on April 18, 2013 to vote on its recommendation. The committee voted 16–2 to recommend that the House pass it with changes (amendment 1318h), and the report was placed on the regular calendar. The committee's amendment (1318h) was adopted on a voice vote on April 24, 2013, changing the text of the bill. On April 24, 2013 the House voted to pass it with changes on a voice vote. On June 6, 2013 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Morse. On June 11, 2013 the House adopted “House Accedes to Senate Request for C of C (Rep Shurtleff)” on a voice vote. A committee of conference met on June 19, 2013 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2176c) on a voice vote. The Senate adopted the conference report (2176c) on a voice vote. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 25, 2013, making it Chapter 273 of the session laws.
