The Story

It was introduced on January 3, 2013 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on February 20, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1069s). The committee's amendment (1069s) was adopted on a voice vote on March 28, 2013, changing the text of the bill. On March 28, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on April 3, 2013 and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 17, 2013. The committee held a work session on May 1, 2013. The committee met in executive session on May 15, 2013 to vote on its recommendation. The committee voted 16–1 to recommend that the House pass it with changes (amendment 1730h), and the report was placed on the regular calendar. The committee's amendment (1730h) was adopted on a voice vote on June 5, 2013, changing the text of the bill. A floor amendment (2013-2010h) was adopted on a roll call 166–119 on June 5, 2013, changing the text of the bill. On June 5, 2013 the House voted to pass it with changes on a roll call 170–113. On June 12, 2013 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Prescott. On June 13, 2013 the House adopted “House Accedes to Senate Request for C of C (Rep Shurtleff)” on a voice vote. A committee of conference met on June 19, 2013 and June 20, 2013 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2177c) on a roll call 225–128. The Senate adopted the conference report (2177c) on a voice vote. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 25, 2013, making it Chapter 272 of the session laws.
