The Story
It was introduced on January 3, 2013 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 13, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-0356s). The committee's amendment (0356s) was adopted on a voice vote on March 7, 2013, changing the text of the bill. On March 7, 2013 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 21, 2013 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 10, 2013. The committee met in executive session on April 16, 2013 to vote on its recommendation. The committee held work sessions on April 23, 2013, May 1, 2013 and May 14, 2013. The committee met in executive session on May 21, 2013 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 1718h), and the minority recommended that the House kill it, by a vote of 12–5. The report was placed on the regular calendar. The committee's amendment (1718h) was adopted on a voice vote on June 5, 2013, changing the text of the bill. On June 5, 2013 the House voted to pass it with changes on a roll call 180–140. On June 12, 2013 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. On June 12, 2013 the House adopted “House Accedes to Senate Request for C of C (Rep Shurtleff)” on a voice vote. A committee of conference met on June 17, 2013 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2089c) on a voice vote. On June 26, 2013 the House failed “Reconsideration, Conference Committee Report #2089c (Rep Lambert)” on a roll call 108–247. The Senate adopted the conference report (2089c) on a voice vote. An enrolled bill amendment (2190e) was adopted on June 26, 2013. These correct technical errors found after passage. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2013-2190e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 24, 2013, making it Chapter 271 of the session laws. It took effect on July 1, 2013.
