  • Status: Signed into law
  • Term: 2013-2014
  • House committee: Resources, Recreation and Development
  • Senate committee: Energy and Natural Resources
  • Subject: Environment - Administration
  • Chapter law: 270

The Story

It was introduced on January 3, 2013 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on February 7, 2013. The committee recommended that the Senate pass it. A floor amendment (2013-0875s), offered by Sen. Odell, was adopted on a voice vote on March 14, 2013, changing the text of the bill. On March 14, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Resources, Recreation and Development committee. The committee held a public hearing on April 16, 2013. The committee held work sessions on April 23, 2013 and April 30, 2013. The committee met in executive session on April 30, 2013 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 1501h), and the minority recommended that the House kill it, by a vote of 14–5. The report was placed on the regular calendar. The committee's amendment (1501h) was adopted on a voice vote on May 8, 2013, changing the text of the bill. On May 8, 2013 the House voted to pass it with changes on a roll call 218–137. On May 8, 2013 the bill was referred to the Finance committee. The committee held a work session on May 21, 2013. The committee met in executive session on May 29, 2013 to vote on its recommendation. The committee voted unanimously, 23–0, to recommend that the House pass it with changes (amendment 1863h), and the report was placed on the consent calendar. The committee's amendment (1863h) was adopted on a voice vote on June 5, 2013, changing the text of the bill. On June 5, 2013 the House voted to pass it with changes on a voice vote. On June 12, 2013 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Prescott. An enrolled bill amendment (2178e) was adopted on June 26, 2013. These correct technical errors found after passage. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2013-2178e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 24, 2013, making it Chapter 270 of the session laws.
