relative to the use of proceeds from the regional greenhouse gas initiative program.
- Status: Signed into law
- Term: 2013-2014
- House committee: Science, Technology and Energy
- Senate committee: Energy and Natural Resources
- Subject: Energy and Utilities
- Chapter law: 269
The Story
It was introduced on January 3, 2013 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on February 13, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-0804s). On March 14, 2013 the Senate adopted “Without Objection Rule 3-17 is Suspended to Allow Non-Germane Amendment 0804s, 2/3 necessary” on a voice vote. The committee's amendment (0804s) was adopted on a voice vote on March 14, 2013, changing the text of the bill. On March 14, 2013 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 28, 2013 the Senate voted to pass it on a roll call 23–1 and ordered it to a third reading. It crossed to the House on April 3, 2013 and was referred to the House Science, Technology and Energy committee. The committee held public hearings on April 17, 2013 and April 24, 2013. The committee held a work session on May 15, 2013. The committee met in executive session on May 21, 2013 and May 28, 2013. The committee voted 15–3 to recommend that the House pass it with changes (amendment 1860h), and the report was placed on the regular calendar. The committee's amendment (1860h) was adopted on a voice vote on June 5, 2013, changing the text of the bill. On June 5, 2013 the House voted to pass it with changes on a voice vote. On June 12, 2013 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Prescott. An enrolled bill amendment (2188e) was adopted on June 26, 2013. These correct technical errors found after passage. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2013-2188e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 24, 2013, making it Chapter 269 of the session laws.
