The Story
It was introduced on January 3, 2013 and referred to the Senate Finance committee. The committee held a public hearing on February 5, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-0755s). The committee's amendment (0755s) was adopted on a voice vote on March 14, 2013, changing the text of the bill. On March 14, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Executive Departments and Administration committee. On April 3, 2013 the bill was referred to the Legislative Administration committee. The committee held a public hearing on April 24, 2013. The committee met in executive session on April 24, 2013 to vote on its recommendation. The committee voted unanimously, 12–0, to recommend that the House pass it, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 8, 2013. A floor amendment (2013-1574h) was adopted on a division vote 252–70 on May 8, 2013, changing the text of the bill. On May 8, 2013 the House voted to pass it with changes on a roll call 284–39. On May 8, 2013 the bill was referred to the Finance committee. The committee held a work session on May 21, 2013. The committee met in executive session on May 29, 2013 to vote on its recommendation. The committee voted unanimously, 23–0, to recommend that the House pass it, and the report was placed on the consent calendar. On June 5, 2013 the House voted to pass it on a voice vote. On June 12, 2013 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Morse. On June 12, 2013 the House adopted “House Accedes to Senate Request for C of C (Rep Shurtleff)” on a voice vote. A committee of conference met on June 19, 2013 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2141c) on a voice vote. The Senate adopted the conference report (2141c) on a voice vote. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 24, 2013, making it Chapter 268 of the session laws. It took effect on July 24, 2013.
