On March 21, 2013 the Senate adopted “Special Order SB 114 to End of Calendar, Without Objection, 2/3 Necessary” on a voice vote. The committee recommended that the Senate pass it with changes (amendment 2013-0869s). The committee's amendment (0869s) was adopted on a voice vote on March 21, 2013, changing the text of the bill. A floor amendment (2013-1072s), offered by Sen. Kelly, was adopted on a voice vote on March 21, 2013, changing the text of the bill. On March 21, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on April 16, 2013. The committee held work sessions on April 23, 2013 and April 30, 2013. The committee met in executive session on May 7, 2013 to vote on its recommendation. The committee voted 16–2 to recommend that the House kill it, and the report was placed on the consent calendar. On May 22, 2013 the House voted to kill it on a voice vote.
