The Story

It was introduced on January 3, 2013 and referred to the Senate Judiciary committee. The committee held a public hearing on February 12, 2013. The committee recommended that the Senate send it back to committee. On March 28, 2013 the Senate rejected a motion to send it back to committee on a voice vote. A floor amendment (2013-1098s), offered by Sen. Sharon Carson, was adopted on a voice vote on March 28, 2013, changing the text of the bill. On March 28, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on April 3, 2013 and was referred to the House Judiciary committee. The committee held a public hearing on April 16, 2013. The committee met in executive session on April 16, 2013 to vote on its recommendation. The committee voted 15–4 to recommend that the House pass it with changes (amendment 1289h), and the report was placed on the regular calendar. The committee's amendment (1289h) was adopted on a voice vote on April 24, 2013, changing the text of the bill. On April 24, 2013 the House voted to pass it with changes on a voice vote. On May 30, 2013 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. The bill was enrolled on June 12, 2013 — the final check of the text before it goes to the governor. The governor signed it on June 28, 2013, making it Chapter 162 of the session laws. It took effect on January 1, 2014.
