On March 7, 2013 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 21, 2013 the Senate adopted “Special Order SB 103 to 3/28/13, Without Objection, 2/3 Necessary” on a voice vote. The committee recommended that the Senate pass it. On March 28, 2013 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Odell. The bill died on the table under Senate Rule 3-23 at adjournment, having been set aside and never taken back up.
