The Story
It was introduced on January 3, 2013 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on February 6, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-0251s). The committee's amendment (0251s) was adopted on a voice vote on February 14, 2013, changing the text of the bill. On February 14, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 27, 2013 and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 9, 2013. The committee held a work session on April 16, 2013. The committee met in executive session on April 16, 2013 and April 23, 2013. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 1357h), and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 8, 2013. The committee's amendment (1357h) was adopted on a voice vote on May 8, 2013, changing the text of the bill. A floor amendment (2013-1526h) was adopted on a division vote 306–6 on May 8, 2013, changing the text of the bill. On May 8, 2013 the House voted to pass it with changes on a voice vote. On June 6, 2013 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Prescott. An enrolled bill amendment (2185e) was adopted on June 26, 2013. These correct technical errors found after passage. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2013-2185e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 24, 2013, making it Chapter 267 of the session laws. It took effect on September 22, 2013.
