The committee's amendment (0712h) was adopted on a roll call 204–153 on March 20, 2013, changing the text of the bill. On March 20, 2013 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 21, 2013 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 17, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1522s). The committee's amendment (1522s) was adopted on a voice vote on May 23, 2013, changing the text of the bill. On May 23, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 5, 2013 the House adopted “House Concurs with Senate AM #1522s (Rep Borden)” on a voice vote. The bill was enrolled on June 14, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 16, 2013, making it Chapter 240 of the session laws.
