The Story
It was introduced on January 3, 2013 and referred to the House Election Law committee. The committee held a public hearing on February 12, 2013. The committee held a work session on February 19, 2013. The committee met in executive session on March 5, 2013 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House pass it with changes (amendment 0615h), by a vote of 11–7. On March 21, 2013 the House voted to pass it on a roll call 184–122. It crossed to the Senate on March 21, 2013 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on April 24, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1624s). The committee's amendment (1624s) was adopted on a roll call 13–11 on May 23, 2013, changing the text of the bill. On May 23, 2013 the Senate took up 7 floor amendments. It adopted 2013-1805s (Sen. Boutin, 13–11), and rejected 2013-1866s (Sen. Lasky, 11–13), 2013-1889s (Sen. Soucy, 11–13), 2013-1796s (Sen. Pierce, 11–13), 2013-1878s (Sen. Pierce, 12–12), 2013-1876s (Sen. Pierce, 11–13) and 2013-1793s (Sen. Lasky, 10–13). On May 23, 2013 the Senate voted to pass it with changes on a roll call 13–10 and ordered it to a third reading. On June 5, 2013 the House adopted “House Non-Concurs with Senate AM #1624s and #1805s and Requests C of C (Rep Cote)” on a division vote 286–52. On June 12, 2013 the Senate adopted “Accede to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Boutin. A committee of conference met on June 20, 2013 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2170c) on a roll call 14–10. The House adopted the conference report (2170c) on a roll call 231–121. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 24, 2013, making it Chapter 278 of the session laws.
