The Story

It was introduced on January 3, 2013 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on February 22, 2013. The committee met in executive session on March 5, 2013 and March 7, 2013. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 0716h), and the report was placed on the consent calendar. The committee's amendment (0716h) was adopted on a voice vote on March 20, 2013, changing the text of the bill. On March 20, 2013 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 21, 2013 and was referred to the Senate Commerce committee. The committee held a public hearing on April 4, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1497s). The committee's amendment (1497s) was adopted on a voice vote on May 23, 2013, changing the text of the bill. On May 23, 2013 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. A floor amendment (2013-2009s), offered by Sen. Reagan, was adopted on a voice vote on June 6, 2013, changing the text of the bill. A floor amendment (2013-2016s), offered by Sen. Bradley, was adopted on a voice vote on June 6, 2013, changing the text of the bill. On June 6, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 12, 2013 the House adopted “House Non-Concurs with Senate AM #1497s, #2009s(NT) and #2016s(NT) and Requests C of C (Rep Shurtleff)” on a voice vote. On June 12, 2013 the Senate adopted “Accede to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sanborn. A committee of conference met on June 18, 2013 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2120c) on a voice vote. The House adopted the conference report (2120c) on a voice vote. An enrolled bill amendment (2195e) was adopted on a voice vote on June 26, 2013. These correct technical errors found after passage. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2013-2195e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 24, 2013, making it Chapter 257 of the session laws.
