HB 588 (2013)

extending the instream flow pilot program for 2 years and establishing a commission to study opportunities and options to improve the sustainability of the fish and game department.

  • Status: Signed into law
  • Term: 2013-2014
  • House committee: Resources, Recreation and Development
  • Senate committee: Energy and Natural Resources
  • Subject: Miscellaneous
  • Chapter law: 241

The Story

It was introduced on January 3, 2013 and referred to the House Resources, Recreation and Development committee. The committee held a public hearing on February 26, 2013. The committee met in executive session on March 5, 2013 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 11–7. On March 20, 2013 the House voted to pass it on a voice vote. It crossed to the Senate on March 21, 2013 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 24, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1520s). On May 23, 2013 the Senate adopted “Without Objection Rule 3-17 is Suspended to Allow Non-Germane Amendment 1520s, NT, 2/3 necessary”. The committee's amendment (1520s) was adopted on a voice vote on May 23, 2013, changing the text of the bill. On May 23, 2013 the Senate adopted “Without Objection Rule 3-17 is Suspended to Allow Non-Germane Amendment 1848s, 2/3 necessary”. A floor amendment (2013-1848s), offered by Sen. Odell, was adopted on a voice vote on May 23, 2013, changing the text of the bill. On May 23, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 5, 2013 the House adopted “House Concurs with Senate AM #1520s(NT) and #1848s(NT) (Rep Chandley)” on a voice vote. An enrolled bill amendment (2038e) was adopted on a voice vote on June 12, 2013. These correct technical errors found after passage. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2013-2038e) was adopted to correct technical errors found after passage. The governor signed it on July 19, 2013, making it Chapter 241 of the session laws.
