HB 573-FN (2013)

relative to the use of cannabis for therapeutic purposes.

  • Status: Signed into law
  • Term: 2013-2014
  • House committee: Health, Human Services and Elderly Affairs
  • Senate committee: Health, Education and Human Services
  • Subject: Public and Mental Health
  • Chapter law: 242

The Story

It was introduced on January 3, 2013 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on February 21, 2013. The committee held work sessions on February 28, 2013, March 5, 2013 and March 6, 2013. The committee met in executive session on March 7, 2013 to vote on its recommendation. The committee voted 14–1 to recommend that the House pass it with changes (amendment 0797h). The committee's amendment (0797h) was adopted on a voice vote on March 20, 2013, changing the text of the bill. On March 20, 2013 the House voted to pass it with changes on a roll call 286–64. It crossed to the Senate on March 21, 2013 and was referred to the Senate Health, Education and Human Services committee. The committee held a public hearing on April 11, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1631s). The committee's amendment (1631s) was adopted on a voice vote on May 23, 2013, changing the text of the bill. A floor amendment (2013-1904s), offered by Sen. Prescott, was rejected on a roll call 6–18 on May 23, 2013. On May 23, 2013 the Senate voted to pass it with changes on a roll call 18–6 and ordered it to a third reading. On June 5, 2013 the House adopted “House Non-Concurs with Senate AM #1631s and Requests C of C (Rep J.MacKay)” on a division vote 292–47. On June 12, 2013 the Senate adopted “Accede to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Stiles. A committee of conference met on June 18, 2013 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2098c) on a voice vote. The House adopted the conference report (2098c) on a roll call 284–66. An enrolled bill amendment (2200e) was adopted on a voice vote on June 26, 2013. These correct technical errors found after passage. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2013-2200e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 23, 2013, making it Chapter 242 of the session laws.
