The Story
It was introduced on January 3, 2013 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on February 12, 2013. The committee held work sessions on February 21, 2013 and February 28, 2013. The committee met in executive session on March 5, 2013 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 0587h), and the report was placed on the consent calendar. The committee's amendment (0587h) was adopted on a voice vote on March 13, 2013, changing the text of the bill. On March 13, 2013 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 14, 2013 and was referred to the Senate Commerce committee. The committee held a public hearing on March 26, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1591s). On May 23, 2013 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Forrester. On May 30, 2013 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Sanborn. The committee's amendment (1591s) was adopted on a voice vote on May 30, 2013, changing the text of the bill. On May 30, 2013 the Senate adopted “Without Objection Rule 3-17 is Suspended to Allow Non-Germane Amendment 1921s, 2/3 necessary”. A floor amendment (2013-1921s), offered by Sen. Bradley, was adopted on a voice vote on May 30, 2013, changing the text of the bill. On May 30, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 5, 2013 the House adopted “House Concurs with Senate AM #1591s and 1921s(NT) (Rep Butler)” on a voice vote. An enrolled bill amendment (2082e) was adopted on June 12, 2013. These correct technical errors found after passage. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2013-2082e) was adopted to correct technical errors found after passage. The governor signed it on July 15, 2013, making it Chapter 238 of the session laws.
