The committee met in executive session on February 14, 2013 to vote on its recommendation. The committee voted unanimously, 13–0, to recommend that the House pass it with changes (amendment 0475h), and the report was placed on the consent calendar. The committee's amendment (0475h) was adopted on a voice vote on March 6, 2013, changing the text of the bill. On March 6, 2013 the House voted to pass it with changes on a voice vote. On March 6, 2013 the bill was referred to the Public Works and Highways committee. The committee held a public hearing on March 19, 2013. The committee voted unanimously, 20–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 27, 2013 the House voted to pass it on a voice vote. It crossed to the Senate on March 28, 2013 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on May 8, 2013. The committee recommended that the Senate send it back to committee. On June 6, 2013 the Senate rejected a motion to send it back to committee on a voice vote. A floor amendment (2013-1963s), offered by Sen. Pierce, was adopted on a voice vote on June 6, 2013, changing the text of the bill. On June 6, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 12, 2013 the House adopted “House Non-Concurs with Senate AM #1963s and Requests C of C” on a voice vote, on a motion by Rep. Shurtleff. On June 12, 2013 the Senate adopted “Accede to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Boutin. A committee of conference met on June 18, 2013 and June 19, 2013 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2146c) on a voice vote. The House adopted the conference report (2146c) on a voice vote. An enrolled bill amendment (2199e) was adopted on a voice vote on June 26, 2013. These correct technical errors found after passage. The governor signed it on July 24, 2013, making it Chapter 255 of the session laws.
