The Story

It was introduced on January 3, 2013 and referred to the House State-Federal Relations and Veterans Affairs committee. The committee held a public hearing on February 28, 2013. The committee met in executive session on March 7, 2013 to vote on its recommendation. The committee voted unanimously, 15–0, to recommend that the House pass it with changes (amendment 0794h), and the report was placed on the consent calendar. The committee's amendment (0794h) was adopted on a voice vote on March 20, 2013, changing the text of the bill. On March 20, 2013 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 28, 2013 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on May 1, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1962s). The committee's amendment (1962s) was adopted on a voice vote on June 6, 2013, changing the text of the bill. On June 6, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 12, 2013 the House adopted “House Non-Concurs with Senate AM #1962s and Requests C of C (Rep Shurtleff)” on a voice vote. On June 12, 2013 the Senate adopted “Accede to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Boutin. A committee of conference met on June 18, 2013 and June 19, 2013 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2145c) on a voice vote. The House adopted the conference report (2145c) on a voice vote. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 24, 2013, making it Chapter 254 of the session laws.
