The Story
It was introduced on January 3, 2013 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on February 5, 2013. The committee met in executive session on February 19, 2013 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 10–7. On March 13, 2013 the House voted to pass it on a division vote 189–138. It crossed to the Senate on March 14, 2013 and was referred to the Senate Commerce committee. The committee held a public hearing on April 30, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1714s). The committee's amendment (1714s) was adopted on a voice vote on May 23, 2013, changing the text of the bill. On May 23, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 5, 2013 the House adopted “House Non-Concurs with Senate AM #1714s and Requests C of C (Rep Butler)” on a voice vote. On June 12, 2013 the Senate adopted “Accede to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sanborn. A committee of conference met on June 18, 2013 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2110c) on a voice vote. The House adopted the conference report (2110c) on a roll call 235–119. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 24, 2013, making it Chapter 253 of the session laws.
