HB 403 (2013)

establishing a committee to study end of life decisions.

  • Status: Vetoed, override failed
  • Term: 2013-2014
  • House committee: Judiciary
  • Senate committee: Health, Education and Human Services
  • Subject: Study Committees and Commissions

The Story

It was introduced on January 3, 2013 and referred to the House Judiciary committee. The committee held a public hearing on January 29, 2013. The committee met in executive session on February 5, 2013 and February 7, 2013. The majority recommended that the House pass it with changes (amendment 0211h), and the minority recommended that the House kill it, by a vote of 10–7. The report was placed on the regular calendar. The committee's amendment (0211h) was adopted on a voice vote on February 20, 2013, changing the text of the bill. On February 20, 2013 the House voted to pass it with changes on a division vote 212–140. It crossed to the Senate and was referred to the Senate Health, Education and Human Services committee. The committee held a public hearing on March 19, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1706s). The committee's amendment (1706s) was adopted on a voice vote on May 23, 2013, changing the text of the bill. On May 23, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 5, 2013 the House adopted “House Concurs with Senate AM #1706s (Rep M.Smith)” on a voice vote. The bill was enrolled on June 14, 2013 — the final check of the text before it goes to the governor. The governor vetoed it on July 12, 2013. The legislature can override a veto with a two-thirds vote in both chambers. On January 8, 2014 the House voted 124–218 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
