The Story

It was introduced on January 3, 2013 and referred to the House Election Law committee. The committee held a public hearing on January 30, 2013. The committee held work sessions on February 14, 2013 and February 19, 2013. The committee met in executive session on February 28, 2013 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 0437h), and the report was placed on the consent calendar. The committee's amendment (0437h) was adopted on a voice vote on March 13, 2013, changing the text of the bill. On March 13, 2013 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 14, 2013 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on April 10, 2013. The committee recommended that the Senate pass it. A floor amendment (2013-1312s), offered by Sen. Pierce, was adopted on a voice vote on April 18, 2013, changing the text of the bill. On April 18, 2013 the Senate voted to lay it on the table on a roll call 14–10, on a motion by Sen. Larsen. On May 2, 2013 the Senate adopted “Remove HB 265 From Table” on a voice vote, on a motion by Sen. Soucy. A floor amendment (2013-1463s), offered by Sen. Stiles, was adopted on a voice vote on May 2, 2013, changing the text of the bill. On May 2, 2013 the Senate voted to pass it with changes on a roll call 24–0 and ordered it to a third reading. On June 5, 2013 the House adopted “House Non-Concurs with Senate AM #1312s and #1463s and Requests C of C (Rep Cote)” on a voice vote. On June 12, 2013 the Senate adopted “Accede to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Boutin. A committee of conference met on June 18, 2013 to try to settle the differences between the two chambers' versions of the bill.
