The Story

It was introduced on January 3, 2013 and referred to the House Transportation committee. The committee held a public hearing on January 29, 2013. The committee met in executive session on February 5, 2013 to vote on its recommendation. The committee voted 12–3 to recommend that the House pass it with changes (amendment 0454h). On March 13, 2013 the House adopted “Special Order to Regular Place in Next Week's Calendar (Rep Bouchard)” on a voice vote. The committee's amendment (0454h) was adopted on a voice vote on March 20, 2013, changing the text of the bill. A floor amendment (2013-0806h) was rejected on a division vote 63–290 on March 20, 2013. On March 20, 2013 the House voted to pass it with changes on a roll call 224–137. It crossed to the Senate on March 21, 2013 and was referred to the Senate Transportation committee. The committee held a public hearing on April 2, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1215s). The committee's amendment (1215s) was adopted on a voice vote on April 18, 2013, changing the text of the bill. On April 18, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 22, 2013 the House adopted “House Non-Concurs with Senate AM #1215s and Requests C of C (Rep Bouchard)” on a voice vote. On May 30, 2013 the Senate adopted “Accede to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Rausch. A committee of conference met on June 10, 2013 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2045c) on a voice vote. The House adopted the conference report (2045c) on a roll call 227–126. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor. The governor signed it on July 24, 2013, making it Chapter 246 of the session laws.
