The majority recommended that the House kill it, and the minority recommended that the House pass it, by a vote of 11–6. The report was placed on the regular calendar. On February 20, 2013 the House adopted “Recommit (Rep Porter)” on a voice vote. The committee met in executive session on February 26, 2013 and March 5, 2013. The committee voted unanimously, 20–0, to recommend that the House pass it with changes (amendment 0649h), and the report was placed on the consent calendar. The committee held a public hearing on April 24, 2013 on a proposed non-germane amendment (2013-1294s). The committee recommended that the Senate pass it with changes (amendment 2013-1394s). On May 2, 2013 the Senate adopted “Without Objection Rule 3-17 is Suspended to Allow Non-Germane Amendment 1394s, 2/3 necessary”. On May 2, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 22, 2013 the House adopted “House Concurs with Senate AM #1394s(NT) (Rep Porter)” on a voice vote. The bill was enrolled on June 13, 2013 — the final check of the text before it goes to the governor. The governor signed it on June 28, 2013, making it Chapter 147 of the session laws.
