The Story

It was introduced on January 3, 2013 and referred to the House Election Law committee. The committee held a public hearing on January 22, 2013. The committee held a work session on February 19, 2013. The committee met in executive session on February 28, 2013 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 0460h), and the report was placed on the consent calendar. The committee's amendment (0460h) was adopted on a voice vote on March 13, 2013, changing the text of the bill. On March 13, 2013 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 14, 2013 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on April 3, 2013. The committee recommended that the Senate pass it with changes (amendment 2013-1224s). On April 18, 2013 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Forrester. On May 2, 2013 the Senate adopted “Remove HB 183 From Table” on a voice vote, on a motion by Sen. Boutin. The committee's amendment (1224s) was rejected on a voice vote on May 2, 2013. A floor amendment (2013-1404s), offered by Sen. Boutin, was adopted on a voice vote on May 2, 2013, changing the text of the bill. On May 2, 2013 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 5, 2013 the House adopted “House Non-Concurs with Senate AM #1404s and Requests C of C (Rep Cote)” on a voice vote. On June 12, 2013 the Senate adopted “Accede to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Boutin. A committee of conference met on June 17, 2013 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2079c) on a voice vote. The House adopted the conference report (2079c) on a voice vote. The bill was enrolled on June 26, 2013 — the final check of the text before it goes to the governor. The governor vetoed it on July 24, 2013. The legislature can override a veto with a two-thirds vote in both chambers. On January 8, 2014 the House voted 176–163 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
